Billy is a graduate of Naaman Forest High School and the son of Bill and Jane Anne Jarka.

Previously he played for Ranger Junior College and in High School he received the Gold Glove Award, was named First-Team All-District, was an All-City selection, and also won the Ted Williams Award. He is a versatile middle infielder with a good offensive approach and chose OBU "because they have a great baseball program as well as academics."
